# Steps:

01 - Combine rice, water, and salt in a medium saucepan. Bring to a boil, then reduce heat to low, cover, and simmer for 15 minutes until water is absorbed. Remove from heat and let stand covered for 5 minutes, then fluff with a fork.
02 - Heat olive oil in a large skillet or Dutch oven over medium heat. Add onion, bell peppers, and celery. Sauté for 6-8 minutes until softened.
03 - Add garlic, smoked paprika, cumin, thyme, cayenne, black pepper, and salt. Cook for 1 minute until fragrant.
04 - Stir in kidney beans, diced tomatoes with juices, vegetable broth, and bay leaves. Bring to a simmer.
05 - Reduce heat to low and cook uncovered for 20-25 minutes, stirring occasionally, until the mixture thickens and flavors meld.
06 - Remove bay leaves. Stir in chopped parsley. Taste and adjust seasoning as needed.
07 - Spoon rice into bowls and top with the bean mixture. Garnish with sliced green onions and additional parsley.
